Stuck Updates
Updates may be ‘stuck.’ The order in which some system apps must be updated is significant to ensure the process goes smoothly. When the update process gets out of sequence, some apps may be updated too soon and others too late, causing a conflict and incompatibility between processes. ‘Uninstall updates’ referred to above is to help alleviate this conflict by resetting the update process. You may have to manually hold back some system updates while allowing others to complete them first. It will be a trial and error process until the order is correct and the error message clears for good.
When all else fails

Very old (in Android terms) Android versions cannot update google play services, and you may conclude that the unit is now obsolete in its software.
